Under Franco's dictatorship, a strict Catholic moral code was enforced and public displays of affection were considered immoral and punishable. The Brigada de Investigación Social ("Moral Police") monitored behaviour, resulting in fines or arrests for acts such as kissing in public, which were seen as a challenge to conservative values. This repression contrasted sharply with the freedoms enjoyed by foreign tourists, who remained largely indifferent to the regime's moral control.
